LUA Definition Script for two events

ALC or LUA Developer - is it possible to build a LUA that would define the production capabilities of any production class ship? Basically the LUA would define the area in which a production ship could build anything. For example if a map is 30,000 x 30,000 the LUA would define the production area at 25,000 x 25,000. If any production ship is outside of this definition it would not produce any ships.

The second LUA definition is movement along the same lines of the production LUA where if any ship is outside of the movement definition it would remain static and not move. The definition for this range would be 15,000 x 15,000 greater than the size of the map. So if a map is 100,000 x 100,000 the movement range would be 115,000 x 115,000 which would ships to be placed outside of the map but would still allow them to move towards the opposite side of the map towards the Mothership or Flagship which establishes a convey environment for the map.

The LUA would be part of the MOD Mechanics if I remember correctly and would not require a programmable map to be created.
